SO we are planning to buy tickets for vatican city . ticket is 16 euros for vatican mesuem and sistine chapel. Does this include vatican garden or not?... is there tickets where vatican garden are included with out a tour.

You cannot visit the gardens without being on a tour. Your tour of the gardens will include entry (but not a tour) of the museums and Sistine chapel. A basic entry ticket does not include the gardens, that needs to be booked separately. If you plan to visit the gardens you won't need to book entry tickets to the museums as they are included in the price.
