Renting a car before leaving the us agent said we would have to pay vat when we arrive in Italy to pick up . Dropping off in Zurich having to pay a drop off charge also.

Also not sure what the question is, but the agent is correct. You will pay the rental fees and taxes when picking up the car in Italy. Italy also requires CDW. If you return the car in another country, there are drop off fees as well. Those charges are usually substaintial. I don't know for sure if you pay those drop off fees when you rent the car or on return. Also be aware that Italy requires an International Drivers Permit, along with your state drivers license, to legally drive. Those can be obtained at AAA offices (bring passport photos or pay a little extra for AAA to take your photo). If this doesn't answer your question, let us know.
