We will be arriving in Venice tomorrow and the directions to my hotel says to take a water bus and then a water taxi. Are they both part of the vaporetta system and covered under the pass I plan to buy or is the water taxi a different service with its own cost? Thank you!
Water taxi is totally separate, like the difference between a city bus and a land taxi. I hardly believe you need both. Its one or the other. Are you arriving at the airport or the train station? Tell us your hotel and we can advise further.
It is Hotel Bernardi. It says from Santa Lucia station to take Number 1 ACTV water bus to the Ca'd'Orca stop (15 minutes). Water taxi to the Campo Santi Apostoli, 10 to 15 minutes. I think you could be right. Is the Number 1 ACTV water bus the vaporetto?
The No. 1 is the “slow” vaporetto down the Grand Canal that makes all the stops. (No. 2 is the express with limited stops).
I believe you mean Ca’d’Oro for the stop (there is no Orca). Campo Santi Apostoli is very close to this stop; an easy walk unless you have a ton of luggage. I don’t even see how a water taxi would get you there.

It's telling you to take the vaporetto OR a water taxi, not both. The water taxi can get you closer than a vaporetto stop, but at five times the cost.

Yes, vaporetto (=water bus, but rarely called that) OR water taxi. Water taxi is much more expensive, not covered by any pass, and not sensible unless you are several people with a bunch of baggage, or maybe have mobility-impaired people in your group, or maybe if your travel budget is limitless.
The other part of your question: A vaporetto pass covers all vaporettos during the duration (number of hours) of the pass. You need to "validate" each pass each time you enter a vaporetto station. Just put it up to the machine. I always get a vaporetto pass when I visit Venice, it gives you great flexibility, and it is especially a good deal if you plan to go to Murano, Burano, Torcello, etc. out in the lagoon, because those vaporetto tickets are more expensive when bought individually, but those trips are also covered by the pass.
