We are renting a car for a month. My husband is handicapped and has the blue placard that is used in the U.S. Will we be able to use it legally in Italy?
I know that there was an extended discussion of this topic in 2014, but the answers seemed inconclusive--plus that was ten years ago.

For access to a ZTL?
The short answer is no, but they can give you a local permit after sending a copy of the placard and the license plate number to the City where you are going. Traffic enforcement in Italy is largely by camera, and if your car license plate is not registered as an authorized vehicle, you will be fined.
