Do the tour busses used have built-in USB chargers for cellphones, etc?
Type of tour buses? I have never see it on intercity tour buses. Have no experience with multi-day tour buses.
Right! I'm thinking of the busses used for intercity travel in Northern Italy on the Steves multiday tours.
If it is a Steve's tour, then I would suggest contacting them to see if any of the buses they use are so equip.
I was on a tour in Romania and one person charged her i-phone - plugged her cable into
an outlet near the rear door. Everyone was ticked off - because she then sat on the stairs- kind of blocking the aisle while her phone charged.
I would say it depends on the bus - maybe some of the newer one have plug-ins at each seat - that would be much better I think.
There were not any on the RS Southern Italy tour we took last may. The bus was very nice, clean and comfortable.

I've never seen USB (or any other) charging outlets on ANY Buses, whether on RS tours or otherwise. I believe some of the first class compartments in trains have outlets, but I usually travel second class so can't recall for sure.
