I purchased tickets for the underground tour starting at noon , am I allowed to get in before that time to walk around the upper levels before the tour starts, Steve

yes, you go to the meeting point for the underground once you are
inside the Colosseum.

If by upper levels you mean the third tier you won't be able to do that before the tour as it's part of the tour and not open to the public. If you mean the main areas that are open to the public you can do that. Just be at the meeting place for the tour about 10 minutes early so as not to miss it. Donna

My son just did the Underground tour on 10/2. I thought it was just a tour of underground and 3rd tier but his tour guide took them all over the Colosseum for which he was pleased. He said he needed more info on 2 areas and he used the RS podcast/map.
