Will my 16 year old sister be able to stay in most hostels? I never thought it would be a problem until I saw that most hostels in France won't allow occupants to be under 18. Do I qualify as her guardian or will I need a note from our parents? If anyone knows, it'd be nice to clear up.

Where did you hear that Hostels in France won't allow occupants under age 18? If this is the case, I suspect it has something to do with the "age of majority" and the fact that a 16-year old may still be considered a minor (and therefore there may be "legal issues")?
You might try contacting individual Hostels for clarification. You could start with This website.
It would help to have a bit of further information on your travel plans. I assume that you'll only be travelling with your sister and not your parents?
