Umbria and the region around Orvieto

Is it possible to use Orvieto as a base of travel for nearby towns ie. Todi, Spoleto, Civita, Montalcino, and others without renting a car? Are there buses between these towns, and any recommended places to stay in Orvieto for up to a week? Thank you, Barry
