What is the present state of Uber accessibility in the above cities?
I understand that in some cities the Uber app. allows for taxi bookings on Uber platform
We will be trying to keep our taxi usage paying with euros to a minimum and prefer the ability to set our pick up and destination addresses in English.

They have worked out an arrangement for people to use the Uber app and order a real taxi instead of them using a real app for a real taxi.
You can use English on other apps. Your address will have to be in Italian.
As Nigel said, no Uber, except for Uber Black, which will summon a luxury limo for you.
The most popular taxi app (works like Uber) is ItTaxi, which you can download from the Apple Store or Google Play.
Uber has a deal with ItTaxi whereby you can use the UberApp to summon a taxi through ItTaxi. It's a recent agreement which started last summer in Milan and Rome, so I haven't had a chance to use it. I'm not sure if that would be available in Florence, Lucca or Pisa, however I doubt you will use a taxi much in those cities except for transferring from the train station (0r the airport) to your hotel. But in that case, you won't need an app as the taxi stand would be in front of the station (or the airport).
