Do US two way radios work in Italy?

They will work, but they are illegal to use in Europe because the the frequencies the US models use interfere with over services using the same frequencies.

You should be able to. The equivalent of the American FRS is the PMR-466 radios. They have slightly less power and the appropriate frequencies for use in Europe.
I understand they can be had cheaper in England, BTW.

Yes, the radios will work anywhere - BUT - there are local "FCC" rules to follow.
