I'm flying into and out of Rome airport and was planning on taking a train to Florence- spending three days in Florence and then renting a car and spending a week visiting sites in Tuscany and Umbria.
Should I return the car to Florence and take the train back to Rome or is there a better place to return the car? Maybe Orvieto or Civitavecchia? I don't have any experience driving in Italy.
Where will you be at end of Tuscany/Umbria time?

There are many many threads here discussing how to pick up car in Florence and avoid ZTLs
If you’re flying out of FCO immediately after you finish with the car check on returning it there. Driving there from Tuscany is all motorways, which were easier driving for me than interstate highways in a major US city. You can spend the night at the Hilton in the airport after returning the car, or spend the night a mile away in the town of Fiumencino and return it in the morning before your flight.
The downside is that returning at a different location than where you pick up will cost more, plus you’ll have extra gas and tolls to get to Rome. So if you’re on a tight budget check the price for the train from Florence to Rome plus connecting from central Rome to FCO and see which is cheaper.
Also, as the previous poster suggested, search through other posts and do some research on ZTLs - “Traffic Limitation Zones”. Those are areas, typically in historic city centers, where you get a $100+ fine for driving if you don’t have a permit (and your rental car won’t have one). Besides Florence, Pisa and Siena have them and probably lots of other towns. You can check the map in advance but as you come into town also watch for lit-up signs saying “ZTL Closed” in red and don’t go that way. You should be able to find parking outside the ZTL and then walk or take a taxi or transit to get around.

Thank you. So I can drop off the car in Orvieto (Hertz) or Sienna (Avis), or Chiusi. I assume that not all cars can be dropped off at each town/city. Orvieto is my last stop so that that makes sense. I can probably take a train to Rome for my last two days and then a taxi/ train to FCO. Thanks for the help.
You can drop at Hertz in Orvieto if you’ve rented from Hertz
AutoEurope does not work with that agency in Orvieto anymore apparently from service complaints over the years
Siena (note spelling) has several agencies near the train ststion but not all within walking distance

I think there is an Avis agency at Orte as well. It's at a dealership, not walking distance from the Orte station so one might need a ride, but it's there.
