Tuscany area from Rome VS Assisi

Will be spending a few days in Rome and in Assisi in September. Wondering which city is a better starting point (and possibly recommend a tour company) to cover the rolling hills of Tuscany from either of those cities (possibly going to Orvieto and any other must see beautiful architecture/city)?
Could do 2-3 day trips from either of those cities (or stay o/n if possible to arrange with driver).

Both Orvieto and Assisi are in Umbria, not Tuscany, so regional transportation (staying within Umbria) is better than inter-regional, except for large transportation hub destinations.

You could get to Siena or Firenze from Rome if you want to spend a few days in Tuscany, or spend the time in Umbria traveling from Assisi or Perugia (transportation hub but a large city).

Neither.
Both are a bit too far from Tuscany's hill towns, especially if you rely on public transportation.
If you want to visit Tuscany, you should move to Tuscany for a couple of nights (either Florence or Siena). With a car you could go to any small village too.
If that plan doesn't work, then limit your visit to Umbria, which is also very pretty and full of hill towns.
Orvieto is more easily reached from Rome via train. But Assisi is good for all other towns in Umbria (Spello, Gubbio, Spoleto, etc.), but if Assisi is your base, then a car would be useful. With public transportation, then Perugia (Umbria's capital city) is better.

Tuscany has more rolling hills, Umbria's landscape is similar but a little more dramatic, in my opinion.

Thanks to the last two writers. From this I believe I will do a day trip from Rome to Orvieto and then in Assisi probably go with a hired driver (no left side of the road driving for me) for one or two excursions
into the countryside. Thanks for your recommendations/info!! Yea!

Just to clarify: in Italy, they drive on the right side of the road. That's the same side as in North America, and the opposite side from the British Isles and Australia/New Zealand.
