We will be spending a week in Tropea, with-out a car, we will be taking the train from Milan. We would like sugestions for vacation apartments in the old town center.

You will love Tropea! I visited without a car and stayed in a hotel just outside the old town center (less than half a kilometer). Residenza Gioelli gets very good reviews on booking.com, you'll find listings with reviews from people who've recently stayed in the apartments at booking.com or venere.com (these sites also list hotels so you may have to limit your search).
