My husband will be travelling to Trieste in September and would like to take a day trip to Slovenia. We do not want to rent a car. Is there any public transportation we can use?

You might try this page from Slovenia Rail. http://www.slo-zeleznice.si/en/passengers/abroad/italy. Scroll to the bottom to get info on Trieste/Slovenia travel. Looks like bus might be the thing. Good luck and good travel
