When is it expected to be re-opened?
Right now the restoration is expected to be finished sometime in the Fall of 2015 - no specific date given. Most Italians would say "I'll believe it when I see it".
I am looking forward to it too, Donna! I remember one project they said would be done in December of one year and it was 18 months beyond the date they said it would be.

annchopepper - it can still be seen during restoration by way of a walkway that allows you to get quite close to the sculptures. It's not the same as when the fountain is flowing but it's something. Here's a website with info:

There's also a temporary pool to throw coins into.

I had fun seeing Trevi Fountain in its restoration stage. When I was there in September, the walkway brought us up close in front of those huge winged horses and the god-men who tend them. It surprised us all, it was exciting. We all took advantage of this new foto opp as people started posing among the backdrop of mythical creatures. There was much laughter as we took shots of a lifetime. We may never get that close to those statues again in our lifetime.
There is a small pool of water at street level opposite the monument where you can throw coins. You can't get real close to it, but it's close enough to catch your coins.
Signs warn not to throw coins from the walkway and guards at both ends of the walkway watch you intently.
