You need to register, and I believe you need a Codice Fiscale in order to register. You can request a CF from the Italian consulate that your state is assigned to (application via mail. You do not need to be a resident to obtain. But I’m not positive if you can use a US address for registration.
Often times the saver fares are lower priced than the senior discount, and unless you are traveling Italy extensively, probably nit worth the effort.
Their Carta Argento / Silver Card is available for foreigners to buy, with passport as proof of age, but that one gives minor discounts and you'd save more simply by purchasing tickets in advance at regular adult rates. Don't buy any ticket that is tied to a discount card unless you know you'll have that card.
Since you are not going to pay taxes in Italy, a codice fiscale is just your name, surname, place and date of birth "translated" into a 16 digits code. I'm positive you know those data better than any Italian Consulate!
The "carta d'argento" card costs 30 € a year if you are between 60 and 75 and it gives a 15% discount off the top walk-up fare. You must do a lot of trips at the last minute to break-even.
