I was planning to bring my necklace that is cremation jewelry and has a small amount of ashes in it. Has anyone had an issue traveling from NY to Rome?
I can’t imagine why a necklace with ashes would be an issue or need to be reported

If you are not bringing actual loose ashes, I fail to see there will be any issue with the item.
No, this won't be a problem. I once took an international flight back to the US with dog's ashes in a wrapped wooden box. We got some questions but it wasn't an issue.
I would leave it home. First, I prefer not to travel with precious or irreplaceable items. Second, moving ashes around Italy is allowed only with special permission (I remember getting one, valid for a single day, to bring a relative to the cemetery), and you cannot dispose ashes as you like but only under controlled circumstances. It is highly unlikely anybody will notice, let alone check, but if you are unfortunate enough to be checked you could have a long way to explain.
