Besides using a taxi for transfer, any suggestions on ground transport? Maybe a bus?

You don't need to go to FCO.
There is a commuter train that runs from Ostia to Rome. Take it to Roma Ostiense. Take a Trenitalia train from there to Civitavecchia. For more information, see the post by Frank from Wilmington on this thread and see this article by Rick Steves.
