I will be travelling to Italy with 8 hour layover in Germany Munich. i am getting a PCR Covid test in USA (72 hour). Since i have a layover in Munich, do i need to get another covid test in Germany during the layover?

Not if you stay airside. For any other case cf. the web site of the Federal Foreign Office.
