What method of transportation is there available to go from the Venice airport to the cruise terminal besides taxi?

Arriving in Venice by water is magical, but expensive. Water taxi being the most expensive. Alilaguna blu line goes from airport to terminal and is considerably cheaper than water taxi. Check their website for times and cost. Note that the docks are a good 10 minute walk from the airport. There is a bus that will take you to Pizzale Roma for a few Euro, leaves right outside the terminal. When you get to P. Roma you need to take a taxi, or walk and take the people mover shuttle, about 20 mins, to the cruise terminal.

There are two cruise terminals in Venice. One is fairly easy to get to while the other is a bit more difficult. Which will you be using? In addition, have you considered going over a day or two early just in case there is a flight delay? Just food for thought.
You should also check and see if your cruise line offers a shuttle between the airport and cruise terminal.
Last year, I was thinking the water bus (vaporetto) was 15 Euros each.
We had a taxi meet us outside our ship as it was cheaper than 2 of us on the water taxi.
The least expensive is the regular bus, however you'll have to haul your luggage quite away to get to the bus stop.
For numerous people, just take a taxi.
The Cruise line offered a shuttle for $139 per person one way which seems ridiculously high. How much would a taxi be? We would be going to pier 18.

Have cruised in and out of Venice and you are correct. The amount quoted by the cruise line for the shuttle is not just ridiculously high -- it is obscenely high! Find out if your ship leaves from the big cruise port by Piazzale Roma, or the one on the Giudecca canal. I can then give you specific information. Also, how many people are we talking about and about how much luggage?

You will be using the big terminal by P. Roma. With the amount of luggage and the rehabbing of the knee, my suggestion is to take a regular land taxi from the airport straight to the cruise terminal. Not sure of the cost, but I am sure it will be nowhere near what the cruise line quoted. Do a google search for "taxi fare Venice airport to Piazzale Roma" and you will have a rough estimate.
