Trains are the typical way to go and tickets cost a maximum of about $50 per person in 2nd class. Nonrefundable advance-discount tickets go on sale about three months out at www.trenitalia.com for the medium-speed trains, but not for slower "regional" trains that may be used on one leg of the trip. Otherwise, if not up to the challenge, take the train. First go from Milan to Ventimiglia (on the Italian-French border), then change to a Regional train from Ventimiglia to Nice Ville.
