Is there reliable transportation in and around Bolzano? I like to use public transport but am concerned that I will not be able to use the bus system to get back and forth to my lodging or when I want to travel to the Dolomites and Lake Garda. Please advise.

It's not a huge city so the easiest way to get around the central parts at least is to walk. But of course there are buses, you can find more information at https://www.suedtirolmobil.info
There is a train to Lake Garda
There is also bus transportation from Trento bus station (next to the train station) to the north end of Lake Garda.
There are city buses and if your lodging is in the city center you won’t even need it. I mostly walked when I stayed there many years ago.
There are also plenty of intercity buses to Ortisei, in the Val Gardena (excellent place to visit the Dolomites).
To go to lake Garda the best option is probably a train to Rovereto then a Trentino Trasporti bus to Riva (stops also in Torbole).
