We will be ending a tour in Venice and would like to go from there to Menton, France, rent a car and drive along the coast to Marseille where we will be catching a cruise? Is it possible to rent a car in Menton and what kind of transportation can we get from Venice to Menton?

One option would be to take the high-speed Freccia train from Venice to Milan and then the Thello train to either Monaco or Nice. Both are close to Menton (where only local trains stop), and you would be able to pick up a rental car near either station. It’s a long trip by train, so you might also look into flying from Venice to Nice and picking up a rental car at the Nice airport.
