Can I book an Uber type taxi from Ossuccio to the Como train station ahead of time? it would be for 2 people with our luggage and would be early, 4:15 am. The private company ride quote seems high.

You can use one of the taxi apps
FreeNow or ITTaxi
Or have your hotel call for taxi

130 euros sounds reasonable for what looks to be about 45 min drive
With a taxi you are dependent on the meter

Uber does operate in Italy, but due to the legal situation there it operates effectively as just another taxi firm. However it does have the advantage works and so you don’t have any language issues with trying to call a taxi. It worked well for us when we needed to get from the hospital on the edge of Salerno to the railway station, but was pricey.

Freenow app says no route is available. I'm not sure if it's because I'm booking in advance or if they don't service the area.

These two limo drivers are based in Lenno/Tremezzina so very close to Ossuccio. Ask for a quote.

If you are going to Malpensa, you might also ask the price to take you straight there as well.
