Does Italy have Uber or Lyft drivers?
I have never used it but see this on their websites

Lyft is not present.
Uber X (which in many European countries is called Uber POP) was banned by an Italian court decision in 2015. The court upheld the position that such public car service can be provided only by properly licensed professional drivers (like taxi drivers or limo drivers) on properly certified cars, not by regular people using their own cars.
As a result of that court decision Uber is present with Uber Black service only, and only in two cities: Rome and Milan (Florence was discontinued over one year ago).
Uber Black is basically a luxury black limo service provided by professional limo drivers in possession of an NCC license (NCC stands for Noleggio Con Conducente, or Car Hire with Driver). An NCC service is always provided on luxury cars (Mercedes Benz type of service) and vans driven by elegantly suited limo drivers. So if you use Uber Black in Rome or Milan, the service will be a luxury car service, but it will be obviously more expensive than a regular taxi.
I'm certain you can use Uber in Italy.
@Michelle, see the above post, you really can’t. That being said, I found the taxis in Rome and Florence very manageable. You see so many horror stories but just by making sure they have a meter and making sure it’s set properly and paying in small bills, one shouldn’t have a problem. Research how to manage them and they are fine. The Rome taxis were especially fairly cheap rides compared to some places in other major cities.

I took taxis with no problem all over Rome.

I know it's not your fault, but It's quite astonishing to read an article where any single line but 3 gives wrong information to readers. I've been counting them, one by one. That guy should be voted Mr. Internet, what an idiot.
Back to the topic: Uber Black is legal. Period. Uber Pop has been banned like in many other European countries. Maybe most European countries? There are ride sharing apps like blablacar and zego that are legal, it's not a matter of "permits".
MyTaxi is more expensive than getting on a licensed white taxi the usual way.
