Hello, we have a 7 am international flight out of Venice airport. What type of transportation is available to get us to the airport by 4 or 430 a.m.?

I would arrange for a taxi with the hotel, if I were you.
An International flight to where? I don't believe anything heading to North America goes that early, and looking at tomorrow, I see a flight to Heathrow at 7:00 am, Istanbul at 10:25, but nothing to Middle East or Far East until the afternoon.
Does this 7 am flight go to a European airport where you will transfer? If so, it is really a "domestic" flight, in which case 2 hours would be plenty of time.
If your hotel is near Piazzale Roma, there is a bus at 4:35 am to the airport, or a take a land taxi. If Rialto/San Marco area, there are water taxis you can book, could be about 135 EUR at that hour. You can also take the N boat to Piazzale Roma to get that 4:35 bus.
Our US group had 7AM flights out of VCE a number of years ago. Our travel agent put is in the Smart Hotel Holiday Venice that is taxi accessible and about a 6 km drive to VCE. (Courtyard by Marriott Venice Airport is even closer, less than a km away). Hotel prepared bagged breakfasts for us and a 4:30AM taxi pickup got us to the airport with time to spare and that included checking luggage.
Those early a.m. are going to other gateway European airports for the most part where you'll be sitting until connecting flights to North America begin late mornings.
It's bad enough having to fly 10 hours without getting almost no sleep the night before having to be so early at the airports. We refuse to fly earlier than 9:00 a.m. anywhere.
Some yrs ago we had an early flight ti USA we stayed nr the airport. Worked out very well with alot less stress.
Have you already selected your Venice lodging? If so, ask them what the options are.
If lodging choice is still undecided, where you eventually choose could affect what options are available.
Where does the flight from Venice go? If it goes to another Schengen country, it is essentially like a 'domestic' flight. If the flight is to a non- Schengen country ( e.g England or USA) then the exit processing is a longer procedure. That significantly affects the 'when' you need to be at the airport.
The more details you can provide, the better the answers you will get.
We stayed in an apartment in Venice, and then moved the evening before our flight to an airport hotel (Best Western, only a few minutes from the airport) with an airport shuttle bus. The first shuttle is at about 5, but the airport isn't that big and leaving at that time for a 7:00 a.m. flight would be just fine. You need to reserve the shuttle at least 24 hours ahead The nice thing was that we knew we didn't have to stress about getting to the airport in the morning, because we are already basically there. Of course, the ultimate irony is that when we got to the airport we discovered our 7:00 a.m. flight to Vienna had been cancelled, and we were re-booked onto a flight leaving in the afternoon. So much for the best laid plans..........

Usually we plan to be at the airport 3 hours before an international flight. Given we are flying through England is the 3 hours necessary?

My one time experience was 2 hours ahead was more than adequate. Biggest line was the passport e-reader. (Self-check in machine would not read my passport and I had to enter my air ticket number).

For domestic departures you should report to the check-in area at
least 1 hour before take-off. For international departures you should
report to the check-in area at least 2 hours before take-off
You will not find the airport open at 4 AM or even 4:30. It opens about 4:45. This spring I had a 6 AM flight and my hotel arranged a taxi. We got there just before 5 and it was plenty of time for check-in and security.
