We will be traveling in July from Bolzano, Italy to a hotel in Varenna Italy. Since it takes 3 trains to get from place to place, we've decided to look into using a driver.

Well it won't be cheap. You will have to pay a driver for 8-9 hours ( minimum) of driving time. Half that to get you there and the other half for him to get back home.... Its close to 400 miles total for the driver.
My GUESS is a driver would cost you something on the far side of $500
Is changing trains twice that bad?
I suspect others here can actually come up with the name of some car service to do it.
Depends on the route. The direct way over the mountains can take 5 hours, but very scenic. The long way on the Autostrada is faster, but will burn more fuel and rack up tolls.

Changing trains is easy. Bolzano to Verona, Verona to Milan ate high speed trains. Then Milan to Varenna is a regionale train. That’s the best option that comes up on trenitalia.com.
The Verona station isn’t that big compared to Milan. Both are very manageable to walk off the train, look at the board for your new track number and board the next train. Spending under 100 for 2 tickets vs upwards of $500 and more is something to think about. Do you want to spend hundreds of euros more not to change a train?
