We are traveling to Italy in September. I know that the train timetables change one or twice a year. Anyone know what the "official" dates are?

Mid-June and December. Summer/Fall schedules are up now.

The only schedules that will be harder to get for September are the slower, regional trains, such as some connections around Pisa and the Cinque Terre; I still only see these published through June 13.
