Note that entrance to Basilica San Marco is free, unless you want to book a "skip the line" ticket.
This sounds like some kind of tour package. It certainly does not sound like a standard train ticket, since the Venice public transport, the two trains systems from Rome to Venice (Trenitalia and Italo), and the St. Marks Basilica, are four separate entities.
A vaporetto pass is often a great deal for Venice, since individual tickets cost €7.50 each.
