Traveling next weekend from Monterosso to Rome. We change trains in La Spezia Centrale. Is 11 minutes enough time to change trains in La Spezia? The next train has 17 minutes to change but gets to Rome an hour later.

Should be OK, but if you want to be extra safe, for 5 EUR you can buy a ticket on the another regionale to La Spezia that leaves about 20 minutes earlier, giving you another 20 minutes. Your current ticket has been prevalidated for the departure shown. You might want to stop by the station in Monterosso and see if you can take the earlier train with your current ticket. If not, then buy the new ticket to La Spezia. That one you will have to validate in the stamping machine on the platform before boarding.
We just traveled thru La Spezia today and opposite way Sunday -
It was the busiest station along that route but still not so busy that you should be able to make your train

With a ticket purchased online, you can't take a Regionale departing before the train you picked on trenitalia.com
Which is why I suggest buy a new regionale ticket for the earlier train.
I agree to get a local train and get to La Spezia a little early. The cafe there is actually good if you end up having an extra 30 minutes or so....good pastries, good coffee.
