Does anyone know if there is a train or bus from La Spezia to Venice. My trip starts in Rome (3 nights), moves to Tuscany (4 nights) Florence 2 nights, Cinque Terre (3 nights), Venice 2 nights then on to Croatia. Looking at the maps it appears there isn't a direct route from La Spezia to Venice. I will not have a car. Train or bus only.

Yes, there absolutely are trains to Venice from that area. It would help to know which Cinque Terre town you'll be staying in, as the best route may not be via La Spezia. There are two main routes to Venice, one through Milan and one through Florence, and several train changes will be required. I find the Florence route is often a bit easier and quicker.
If you could indicate which town you're staying in, it would be easier to make more detailed suggestions.
Given your itinerary, the most sensible sequence would be:
Rome
(Train)
Cinque Terre
(Rent a car for Tuscany in La Spezia)
Tuscany (by car)
(Arrive Florence and return rental car)
Florence
(Train)
Venice
Going by train from Cinque Terre to Venice is a long trip via back to Florence involving multiple trains)
If you can, change your itinerary sequence as I suggested.
