Are the senior train fares available to Americans over 60 or are they only available to EU citizens?

Found at another forum: There is no discount for seniors unless you purchase a discount card (Carta Argento) for €30 (free for over 75s) which then gives you 15% off full prices (Base) fares. This is very seldom worth it for tourists, as you can get far higher discounts by advance purchase on which there are no further seniors' discount. The senior discounts that we have listed for selected countries are only those that clearly are available to any one. That includes Italy's Carta Argento.
