My husband and I are interested in taking a tour to Tivoli. We will be in Rome in April. Context Tours look interesting but they have no group tours (only very pricey private tours) available during our time frame. Can anyone recommend a good tour guide for our excursion?

You don't need it. Go to RoninRome.com for a very, very detailed explanation of doing it on your own. We followed his directions to the letter and had an excellent trip.
I took the train to Tivoli and saw all the sights in the city on my own. It's very easy to do. Hadrian's Villa is further away from the town, and some of the things I wanted to see were undergoing restoration, so I did not get there. Villa d'Este and Villa Gregoriana are a few minutes' walk from each other.
