Do you mean Rick Steves' tours? He says capacity is 24 to 28 on the website. Have you called or emailed his office as they may have a good average for this year for a particular tour you are interested in.

If you’re talking about Rick Steves tours, it would be 24-28 people, according to the website. With other tour companies, it could be a lot more, or a lot fewer if you’re considering really fancy tours.
