We land in Rome very early and will be there for a week mid-September. We’re looking for an easy 2-3 hr tour that will help keep us awake until we can check into our lodging later that afternoon. Preferably something without a lot of walking and maybe even something that can hold our luggage. For adults, no kids.

Where is your lodging? Assuming you might want something nearby. Walking outside is probably the best defense against jet lag. Is that out of the question?

Since you'll be in Monti, you could tour some of the breathtaking churches in Rome's center. Two close to Monti are the Basilica of San Clemente (https://www.basilicasanclemente.com/eng/) and San Giovanni in Laterano (the first Vatican) (https://www.basilicasangiovanni.va/en.html).
San Clemente is fascinating because you will see three layers of history. The present basilica was constructed around 1100. Beneath it is a 4th-century basilica that had been converted out of the home of a Roman nobleman, part of which had in the 1st century briefly served as an early church and the basement of which had in the 2nd century briefly served as a mithraeum. Also visible underground is the home of the Roman nobleman had been built on the foundations of republican era villa and warehouse that had been destroyed in the Great Fire of AD 64.
As for San Giovanni, it's Vatican property, though Vatican City is 2 miles away. When you enter it, you literally cross into a foreign country. The church is slathered in art. Across the street are the Holy Stairs where you can walk to the top on your knees and thereby receive a sacrament. Also nearby, you'll see pieces of Roman aqueduct.
I also recommended Santa Maria in Trastevere, Santa Prassede & San Zeno Chapel (probably the most amazing of all these churches in terms of its mosaics and some tourists miss these) and San Pietro in Vincoli, which holds Michaelangelo's famed statue of Moses.

Jen, will you be staying in hotel? If so, many will hold your bags for you until check-in. Otherwise you may need to check them at or near the train station until you can access your room. I wouldn't plan on walking around with them, and especially not if you might end up visiting a church or two as they may not look kindly on bringing in luggage.
Personally? I'd choose walking OUTSIDE on arrival day versus a tour involving transportation or a museum. The motion of a car or bus would put a jet-lagged me and my DH right to sleep, and we'd be too knackered to pay attention to interiors. Coffee and a good walk is what has worked best for us, although we're all different. Is there a reason you don't wish to walk?
A note on San Clemente: under restoration until sometime next year. Large parts of the upper church may be under lots of scaffolding.

What Kate said. Outdoors and moving, absolutely no buses or boats.
Additionally, I wouldn't buy anything pricey (tour tickets, theater, ...) that is nonrefundable for my arrival day. If my flight is late and I lose $50, oh well. If I'm out $100s, that would bug me.
