What type of tour? Walking tour, private tour, motor coach tour, audio tour, group tour? You'll need to be more specific.

And you have the hop on/off buses with audio which do a decent job of getting close to the highlights. If want better recommendations we need a more complete question.

Regarding Hop On Hop Off Bus Tours, please check each Hop On Hop Off company separately. Unfortunately, I don't remember which one I rode 2 yrs ago but it was truly awful. And it was sold by the hotel. I am sure they got commission on it. I found the spot the HOHO busses leave from but I couldn't match the name of the tour bus on my ticket with the names of the numerous different companies. AND none of the salesmen at the pick up spot seemed to know. What? I think they were just mad I didn't buy from them. Or perhaps instructed to not help those you didn't book with them. The route on the map did not match the one we took. They did announce ahead of time that we were not going to see the Coliseum because part of the road was closed. The headphones did not work correctly. And I tried 6 or so. Sometimes the bus did not stop to pick up the folks waving on the street for them. Some stops were not correctly signed. Sometimes they could not stop because the police waved them on because they were holding up traffic and they were. You can imagine the number of HOHO busses plus tour busses in Rome at the prime spots. Even tho I knew what I was looking for, I still could not place many of the sites. Also, I read recently that 1 or all tours were cut from 12 to 8 sites. This was because the City said they were too disruptive. And it was noted that the commentary had not changed! As you can see onTripAdvisor, there are wildly different reviews of these tours. I would just screen carefully. Good Luck. I was in Rome for an afternoon before a flight and it would have been better to get an English speaking taxi driver and give them a list of the places I wanted to drive by or or pull over than the HOHO. Wasted an afternoon and $ cuz I wasn't going to be there for the 2nd day! Bobbie

By any chance have you looked at a Rick Steves book? Great self guided tours there. The night time walk was one of my wife's highlights. She didn't know what was coming next and I did the reading. More romantic than having a guide.
