Tipping help!

I'm in Rome now and have run into a different scenario re: tipping than what is listed in the RS Rome book - I'm not sure if I'm just being taken advantage of bc I'm American or there's something else I'm missing. Several times in a restaurant, the menu has said 'service 10 ( or 15)%'. My understanding was that is the tip. At least twice in this scenario, the waiter has brought me the bill, including the service charge, and has said 'tip not included'. When I asked about the service charge, they claim it's a 'tax'. I've left them another tip but my hunch is I'm being scammed by the waiters based on what written in the book. Am I?

You're being scammed. If the servizio is on the bill, don't leave any additional money. It's not a tax. They're lying to you. It's sad, but a lot of Roman waiters will do this, particularly those in restaurants frequented by tourists. In fact, there's a common phenomenon of that servizio appearing only on the bill of those who order from English language menus. I've had it happen in France too. The tip is almost always included in the bill. But most waiters know that Americans are used to tipping and some will try to get extra from you. I do usually leave a little extra change after a nice meal, but it's nowhere near the standard 10-20% US tip.

I've had this happen only once but it does put a damper on an otherwise nice day. As requested by another poster, would be great if you would post the name of the restaurants both here and post reviews on trip advisor.
