We just returned from an Italy trip where we were in Bologna twice. We love Bologna, but have had difficulty finding and getting reservations for great (not too fancy) restaurants. We tried to make reservations around 8:00 several times for Trattoria di Via Serra, ( which is rated highly on Tripadvisor) but were told they had no space. The we learned that if we were willing to eat at 7:00 and be done by 9:00 they'd have room. The restaurant does have great food and a very friendly owner who takes the time to explain the menu and specials in English. The house wine is great too. By the way, we stayed at the Savhotel which was also great. Good place if you're driving. Nice rooms and great included breakfast buffut! They helped us with restaurant calls several times.

For some of the better and more popular restaurants, as you've mentioned I think the key is to dine early. I was in Bologna in September and had dinner at Ristorante Donatello one night which is also very popular. I arrived between 18-19:00 without reservations and had no problems at all. The place was just about empty when I arrived, but just about full when I left.
