Our timed entry for the Pantheon is 2:00 to 3:00. Does that mean we have only one hour we can be in there or does it mean we can arrive at 2:54 and still get in?

Yes, the latter. Unlike a lot of other sites, the Pantheon is generous by giving patrons a 1 hour "time slot".
