We are landing at FCO at 9:30 am in July. I am planning on hiring a driver to take us to our apartment rental near piazza navona. What time should I ask the driver to pick us up at? Also, what time should we expect to reach apartment? Much Thanks.

Why can't you take a regular taxi? There are a ton of them waiting at the taxi stand outside.
It's hard to predict the time you need. There could be delays on your arrival, or long lines at passport control if many flights arrive simultaneously, and of course the wait time at baggage claim. You might also need sometime to freshen up in the restroom and get some money from the ATM machine. It could be 15 min. or closer to 1 hr.
Just walk out when you are done and get on a regular taxi.
The ride is a €48 flat fee imposed by the city.
A hired driver is unlikely to be any cheaper. Shared transfers may be cheaper but only if you travel alone. 2 or more travelers are often better off with a taxi because the flat fee above is per taxicab (3 or 4 passengers).
It's a 30+km ride to the historical center. Time varies depending on traffic, from 30 min to 50 min.

I agree with Roberto's suggestion to take a regular taxi. There will be plenty lined up when you get out of the airport that morning. This will make it easier than trying to figure out what time to meet the driver because of the various factors that could affect timing (a plane delay, customs, waiting for your bag and so on). If you find the hired driver more comfortable, go for it - I don't think I can answer your time question though - I'm not sure what I'd expect.
Without traffic you may be able to make it from Fiumicino to Piazza Navona area in around 32 minutes. However, I'd expect between it to take between 40 minutes and an hour. If you are meeting the management or owner of the apartment at your rental, I would call them once you get in the taxi - let them know you're leaving the airport. They'll have an idea of when to expect you.
