stopping off in verona on train trip from vienna to venice. is taxi best way to get into the town center from train station? once there, start at arena? see san zeno? see piazza?
You can actually walk from the train station to the arena. It's about a 20 min. If you are in a hurry, take a cab, or if you have trouble with navigation/directions, take a cab.

As you've only got three hours, Taxi would definitely be the best way to get to the town centre (Piazza Bra is a good area). While you could walk it would take up a lot of of your very limited time. There are also Buses, but those won't be as quick as a Taxi.
In the same circumstances, I'd probably arrange a pickup time and location with the Driver, so that you're not late for your train (provided the Driver speaks at least some English?).
I don't have any information on luggage storage options at Verona. Were you planning to haul your luggage around with you?

San Zeno is terrific, especially the cloisters, but on the other edge of the old core, beyond the castello, a long walk. If really pressed for time, I'd take a taxi to Piazza Erbe, walk to P Bra, then back and out, adding San Zeno if you can. The bus ride from the train station to town centyer doesn't take that long and provides a neat town tour across two bridges. The driver rushes through narrow streets in a Disney ride. I love Verona. We're adding 5 days there this July in middle of a 40 day trip. You will love it forever.
Yes, Verona has a left luggage room. You will need to give them photo id (they photocopy it and give the copy to you when you pick up your bags).
I would start at the Arena, then walk to Piazza Bra. There is nothing like the Arena anywhere else.
