I am back in Rome today and walked past the Trevi Fountain this afternoon. There is scaffolding on the left third of the back part of it (i.e., on the building that forms its background). The central scene, right side, and water basin parts are completely visible. And there are still the usual hordes of people enjoying it and throwing their coins in. The person who reported seeing or hearing of it empty probably was there at one of their usual cleaning/money harvesting times -- I believe they do that weekly. Scaffolding in photos is disappointing, but it is a reality that is bound to affect at least a few photo opportunities on every European trip!
