Allow 90 minutes (you have to go through the decompression chamber before they let you in). You can probably get there by street car, but a taxi is not very expensive (it's only a couple of miles to the central trainstation...
For the express trains during the summer, it's usually a good idea to buy in advance (if you are coming into town on a train, do it when you arrive). You should check the schedules to see what trains leave Milan after say 18:00...anything earlier would be pushing it.

You have to get tickets in advance, and for July yet!
Once when you're there seeing the painting of the Last Supper, they will only let you see it for 15 minutes.
I haven't been to Milan yet, but will be there in November. I had to book in advance even for low season!
I can't wait till I go this fall!
Have a wonderful time!
