THC products are illegal to bring into Italy. And while THC products are legalized for medical use, it must be prescribed by an Italian doctor, and only for specific medical conditions. I doubt that insomnia rates inclusion. Its probably best to find a legal substitute before you leave.
Even if legal in the place you were going, it is illegal to bring it across an international border.
I travel with ZzzQuil LiquiCaps in my checked luggage for the nights that I have trouble sleeping.
He might give them a shot before the trip to see if they work for him.
I am curious. Has something changed? On our trip through Ravenna in 2019 I saw on the street a vending machine selling weed. Just verified this in my photo album (and, no, did not partake, can't handle any smoke in my lungs.)
I don't mean to pile on but I do want to note that it is still illegal to fly within the US with products with more than 0.3% THC. In theory, if TSA catches you they are obligated to report it to law enforcement.
In Italy it requires a medical prescription and must be purchased in a pharmacy.
Italy seems to go back and forth on maybe tiny amounts of THC being legal but it is illegal to import it. I have a feeling the vending machines selling 'weed" are probably just legal CDB oil or other pot based products that skirt to the edge of the law but are not really high content THC products you would find in places where it is legal.
Also just to mention that any country you fly through may have different laws as well so if you change through Munich, London, etc their laws also apply.
Bottom line: It is illegal and a potential huge downside for very little upside.

Weed, marihuana or whatever you call it has to main active ingredients; THC and CBD. THC and CBD are not similar at all and have a very different effect. THC is the ingredient that causes the “high” effect, which is why it’s banned in a lot of countries including Italy. CBD is used as a pain relief or to reduce anxiety.
In countries with a THC ban, shops can still be be allowed to sell products that contain CBD. So it’s likely that the shops with the green leaf that some posters say they saw in Italy, sold products with CBD only. But these shops will not sell the gummies with THC that the husband of the OP uses.

It’s illegal and a potentially huge problem if caught, to bring any THC/CBD item with you across any international border. Even if you think you can hide it, or they’ll never check, forget it - all it takes is a drug-sniffing dog to be brought past you/your luggage at the airport.

Has he gotten evaluated for insomnia by a healthcare provider? There are lots of treatment options.

Do not pack those. Italian customs don't care about your US prescription when it involves THC gummies, and you're looking at a drug trafficking charge, not a fine. If you want to avoid a felony, look into the local laws properly. Most people travel with these thinking they're all the same, but the legal distinction between compounds like thcv and delta-9 is huge in Europe. Check the legal definitions before you land in a cell. Leave the gummies at home.
Given that traveling with THC is a bad idea, in the US, much less abroad, might I recommend an alternative.
I work for the federal gov, and while I’ve never been drug tested, it’d be bad if I popped for a federal schedule 1 drug.
I use these, Nokt Tart Cherry Sleep Gummies and they are amazing. I even slept some in coach in the middle seat on a crowded flight to England.

The MD must be licensed to practice in Italy. You also cannot legally fly out of a US airport with THC products even with a prescription or medical Marijuana card.

Not across the board. Every country has some guidelines for allowable prescriptions, and in some cases strict laws.
There are some drugs, prescribed in the US, that are illegal and either not allowed, or require additional approval from the country you are visiting. Examples include stimulants used for ADHD, Depression, Anxiety, and other disorders. Many others highly regulate Opioid/Opiate drugs. You should always verify the rules for countries you are visiting and get the needed paperwork or approvals.
Not mentioned in any of the responses above, but the usual discussion on prescription drugs usually goes along the lines of "Nobody will check your bags, do as you wish, they do not care about your prescriptions for personal use" But, people view THC/CBD products differently, something akin to Heroin or Cocaine; a Barbiturate they have been prescribed, that's OK.
