Telecommunications in Italy

We are taking the Rick Steve’s 17 day Italy tour and I have a couple questions re:telecommunications.
(1) Do you need an Italian telephone number to be able to access wifi in Italy
(2)Even though most of the hotels where we are staying indicate they have wifi, do you think it would be more convenient/efficient to invest in pocket wifi hotspot plan?
(3)Any feedback about what pocket wifi plans are best for Italy? Expressowifi? Wifi tourist? any other??

As long as the device you are using is WiFi capable you don't need a telephone number at all. For example a tablet or phone in WiFi only mode

If your hotels have wifi and your days will be occupied with the tour, why would you pay money to add another piece of tech to lug around that you will likely not need? - question two.

No you don't need one - question one.

No idea - never used or needed one. - question three.
