Is it generally easy to flag down a taxi near train stations?...In particular- arriving in La Spezia by train on a Thursday morning in October...need to get a taxi to get to a destination about 2 miles from station...with some small luggage so buses and walking not good options. And we're old :)

Train stations have taxi stands nearby. Trying to,flag one isn't very useful,in Italy, they don't cruise. If there are no cabs atbLa Speziamstation (rare but possible), there will be a number posted to call, or you can go to the station bar and ask them to call one for you.
