Are taxis plentiful in Rome now even at 5:45 am on Monday June 28 ( acRoman holiday time?)
Or should I I book a car service? If so any suggestions?

A taxi from where, airport, train station, city taxi stand?
What are the details of your trip? Inside City walls? Going to the airport? Termini? someplace else?
But in general, based on pre-pandemic, 5:45 is early enough to incur night rates, and if you need to be somewhere at a certain time, I would order a taxi, or private transfer.
A taxi from hotel near the Pantheon to FCO airport .
We need to be there early to get the COVID PCR test fir the return flight home
I ask because NYC has few cabs now. I was wondering if it is the same in Rome
Any suggestions of a car service ?

We’ve had good luck with our central Rome hotel arranging a private transfer and the cost was similar to the set rate for a taxi, just a few euros more. You could call or email your hotel to ask if this is something they regularly help with.
A problem one might encounter having the hotel arrange the transportation is that you may wind up with a regular taxi, a car service, or the desk clerk's brother-in-law. Happen to us once but had no problems since there were four of us and only one brother-in-law. We've used Rome Cabs ever since. It's a car service despite the name and only cost a little more than a regular taxi. We just send an email detailing our needs and get an answer within 24 hours. Ask the concierge to book a taxi, tell him/her you are not going to pay more than the fixed taxi fare to FCO and... he/she will book a taxi.
Otherwise call 063570 and book one by yourself. If you want to pay by credit card tell the operator you have zero € cash left. Make it clear before getting on or, in Rome, the cc machine is always out of service.
