I am a single female and will be arriving at the Padova train station late Sunday evening (23:00). My airbnb is 25 min walk and would prefer a taxi. Will there be taxis at the airport and if so how much do they cost? If not, what app would I use to get a taxi or uber?

Hello roni.holzberg, and welcome to the boards.
There is a taxi stand directly in front of Padova train station as you walk out from the station. I can't personally testify to late Sunday night availability but taxi drivers know when trains arrive and I would be surprised if there were no taxis waiting. There is a sign with a number to call for taxis on the taxis stand, but if you are just arriving without an Italian SIM card that may not help you.
There are taxi apps but which one is recommended seems to change depending on the city your are in. Hopefully someone will have some recent Padova experience with which one. There is no uber in Italy.
When you say airport which airport do you mean? I think Padova has a very small airport but the closest big airport is Venice VCE.
Also if you're worried it appears there is a local police station located at the train station facing exactly where the taxi stand is so I think you'll be fine.

Hello roni.holzberg, that's okay, I completely understand.
Not surprisingly Taxi Padova seems to the biggest local company and they list a bunch of phone numbers on their website:

and also endorse APPTAXI: https://apptaxi.it/
So that seems like the safe bet.
I'd be surprised if there were not taxis at the stand in front of the station but with the back-up of the app hopefully that will give you a fallback if you need it.
