my daughter will be arriving into Florence airport and she will meet another student also arriving.
I have been told that a cab from the airport to their hotel by the Duomo area will cost 23-30 euros. would they charge that per person or for both of them and is a 10% tip an appropriate tip?

There's a set amount from the airport, it's in that range, and would cover both of them. Tipping is not necessary.

As a former taxi cab driver in Alexandria, VA, there may be a per person adder, but only a small addition to the set fare. So the set fare of 23-30 EUR should cover it. A 10% tip would be wonderful, since from my past employment, I am all in favor of tipping cab drivers. But not expected or required. The extra charge for each additional passenger when I was driving was $0.20, which should indicate to you how long ago I was a hack.

Cab trips from/to Florence airport to/from any destination within the central area have fixed fees.
Base fee: eur 20,00
Night fee: eur 23, 30 (from 11pm to 6am)
Festive fee: eur 22,00 (Sunday and other festivities)
Supplements:
eur 1,00 for each piece of luggage (no more than five pieces)
eur 1,00 for each extra person from the fourth one (the first three are included in the base fee)
Supplements due if the destination is not in the central area or out of the city boundaries.
Tips are not necessary.
