I'm planning on going on the RS Rome tour April 23 to 29, and was thinking I'd go a week ahead of time and visit other places relatively nearby first. I really want to see Pompeii and the museum in Naples, and was also thinking of Orvieto, Civita di Bagnoregio, Siena and Assisi. Thoughts on that?

I would stay in 2 places. Plus you need to be in Rome the night before the tour. If flying into FCO, train time to Naples from the airport is 2 hours with a change downtown.
If willing to forego the Naples museum, a Pompeii day trip from Rome is possible; so you could go north instead. FCO to Siena you take the Leonardo Express to Tibertina and the Flixbus or Alibus to Siena [2:40]. Orvieto from Siena would be a 3-hour train ride [changing in Florence, where you could drop your bags on Platform 16 and do a visit but only 1.5 to Rome.

The introductory meeting starts at 3PM. Any of the places you list present no problem for reaching Rome in time, .by traveling on the tour start date.
